設立趣旨書

日本は優れた科学技術と教育学習ノウハウを有していますが、日本語の難解さが海外への発信と交流の障害となっています。

一方パソコンの文字コードであるユニコードと翻訳ソフトの進歩により、多言語で使用できる学習アプリケーションソフトの作成が可能になっています。加えて、パソコンの画像/音声記録/再生ソフトで本アプリの多言語使用説明DVD（電子マニュアル）も作成できます。

本NPO法人は、英語/日本語/他言語を自由に選択して各技術分野の学習を可能にする教育学習PCアプリ（通称e-ラーニング システム）を開発し、広く内外に提供するために設立するものです。　これにより内外の理工学系の学生や技術者は、英語/提供国語（日本語）/母国語を使用して各分野における学習と幅広い国際交流が出来ることに成ります。

当面の設立２年間で、「土木工学学習（大学初級）」と「陸上戦闘学習」を作成します。「土木工学学習（大学初級）」は、可視化シミュレーションと設計作図ソフト（CAD）により、建設系の学生や技術者が基礎知識と実務的な設計能力を身に着けるのに役立つものです。「陸上戦闘学習」は、可視化シミュレーションにより戦闘数理（オペレーションズリサーチなど）と様々な戦闘シナリオを解析するもので、内外の軍人や軍事技術者が陸上戦闘を基礎から応用まで段階的に学習するのに役立つものです。

さらにその成果と経験を踏まえ、他の学術・技術分野への拡張を進めます。

各国の国民生活の発展と進歩には、科学知識/技術の伝達と交流が重要な役割を果たします。国際社会の安定と平和には、軍人の知的レベルの向上と国際的な交流が重要な一翼を担っています。 本NPO法人は、その基盤となる教育学習ＰＣアプリの開発と普及を使命とします。

Prospectus

Although Japan has excellent science/technology and educational know-how, the complexity of Japanese language has been an obstacle to promote interacting communication to abroad.

By the progress of Unicode (character code of PC) and translation software, we are able to create the multi-language application software now.

In addition, we can create the multi-language instruction DVD (electronic manual etc) in image, audio recording and playback software.

This NPO LPOE (Learning Partner for Overseas Engineer) has established to develop and widely provide the application software (E-learning system). That can freely select the language, English /Japanese /other languages, and learn technology in each field at home and abroad.

Using this system, both domestic and foreign science students and engineers will be able to learn and exchange the wide range of fields internationally, in English /offer languages (Japanese) / and their mother tongue.

For the starting two years, we make software; “Civil Engineering Study (University Beginner Level)” and “Ground Combat simulation study”.

“Civil Engineering Study (University Beginner Level)” is good text for students and engineers to learn basic knowledge of practical construction designing, which use visual simulation and drawing software (CAD).

“Ground Combat Study” is able to analyze combat-mathematics (operational research) and various combat-scenario using visual simulation. It is helpful for domestic and foreign military personnel and engineers to learn Ground Combat, step by step from basic to advanced course.

Furthermore, based on the achievement and experience, we are planning to develop other academic field of technology.

Interexchange of scientific knowledge/technology is an important role for to improve the living standard in each country. And the peace and stability of the world, improvement of intellectual level of military and international exchange will also play an important role in society. Based on above, the mission of NPO LPOE is the improvement and distribution of the E-learning application.
